ESTABLISHED INDUSTRIAL PROPERTY

Phase I Industrial Sectors — Factory Buildings, Land & Assets

Noida’s established industrial areas contain properties with different construction vintages, building configurations and industrial uses. A reliable industrial property valuation in Noida should assess the actual asset and its records rather than rely on sector-wide assumptions.

01 INDUSTRIAL ESTATES

The Original Manufacturing Base

The established industrial sectors, including areas associated with Phase I and Phase II, contain manufacturing premises used for a range of industrial and commercial activities. Depending on the property, uses may include electronics and electrical goods, auto components, garments and textiles, printing and packaging, plastics and light engineering.

Where a factory building has an older construction vintage, the valuation may need to consider its structural condition, remaining useful life, maintenance history, functional suitability and the cost of necessary repairs or refurbishment.

Valuation principle: Building age alone does not establish the final value. Physical deterioration, functional obsolescence, land rights, permitted use and market evidence must be assessed for the individual assignment.

VALUATION FOCUS

What Requires Assessment?

An industrial property may include several asset components. Each should be identified and assessed in line with the assignment's scope.

01

Land & Property Rights

Plot details, allotment conditions, title or lease records, permitted use and relevant transfer restrictions.

02

Factory Building & Construction

Built-up area, structural condition, construction quality, depreciation and remaining service potential.

03

Plant & Machinery (P&M)

Equipment identification, age, capacity, condition, obsolescence, installation and supporting records.

04

Purpose-Specific Reporting

The valuation basis, valuation date, intended use and applicable reporting requirements.

BANKING & RECOVERY VALUATION

Industrial NPA & SARFAESI Valuation

Industrial assets considered in stressed-loan or recovery proceedings may require a carefully defined valuation scope. The assignment can involve the industrial land and building, installed plant and machinery, asset identification and supporting records for the relevant bank or authorised officer.

Depending on the appointment, the work may involve a Capital Equipment / Civil Engineering (CE) assessment, relevant Section 34AB valuation and a Distressed Sale Value (DSV) assessment where specifically required by the appointing institution and applicable framework.

Assignment-specific documentation Bank instructions, asset schedules, inspection access, title or lease documents, outstanding charges and the requested valuation basis should be confirmed before the assignment begins.

EXPORT-ORIENTED INDUSTRIAL ASSETS

NSEZ — The Noida Special Economic Zone

The Noida Special Economic Zone (NSEZ) is an export-oriented industrial hub in Noida. Official NSEZ information describes its establishment in 1985 in Phase II over approximately 310 acres. Its regulatory setting and the characteristics of individual units can make valuation different from an ordinary industrial property assignment.

Industrial and export-oriented units may include assets such as factory premises, specialised equipment, production machinery and other business-use assets. The applicable valuation approach depends on the property rights, asset ownership, intended purpose and assignment requirements.

Official NSEZ Information
01
PROPERTY RIGHTS & MARKETABILITY

SEZ Designation & Fair Market Value

An NSEZ unit's property rights and permitted transfers must be understood before selecting comparable transactions or concluding a value. Applicable approvals, lease or allotment conditions, unit status and the proposed transaction may affect marketability.

Valuation considerations
  • Allotment, lease and transfer conditions
  • Applicable SEZ rules and approval requirements
  • Permitted use and eligible transferee conditions
  • Relevant comparable evidence and marketability
No automatic discount: Any liquidity or marketability adjustment must be justified by the applicable restrictions and supporting evidence. A fixed percentage should not be assumed for every NSEZ asset.
02
MACHINERY & EQUIPMENT

Plant & Machinery for Export Units

Plant and machinery used by an export-oriented unit may require asset-level identification and a review of purchase and import documents. The fact that equipment was imported under a particular customs or duty framework does not, by itself, determine its current replacement cost or market value.

Key assessment areas
  • Machine make, model, capacity and serial number
  • Purchase invoices and import documentation
  • Installation, commissioning and present condition
  • Obsolescence, useful life and availability of spares
  • Applicable duties, taxes, freight and installation costs
Replacement cost approach The appropriate cost reference depends on the valuation basis and assignment. CIF import price may be relevant evidence, but it should not automatically be treated as the complete replacement cost or present value.
PREPARE FOR THE ASSIGNMENT

Industrial & NSEZ Valuation Documents

The exact checklist varies by assignment. The following records can help establish the property rights, asset scope and applicable valuation requirements.

Allotment letter, lease deed or title records

Approved plans, area details and building records

SEZ unit approvals and relevant transfer documentation

Plant & machinery list, invoices and import records

Maintenance, repair and equipment condition details

Bank appointment letter and requested valuation basis, if applicable
